Not operating from one independent base, the 1st Fleet operates throughout the galaxy not in one given sector or area of space. The offensive force of 1st fleet operates in small roving squadrons. These small groups general operate deep in Enemy territory and without any communications or oversight from Fleet Command. They are truly on their own in most cases without support or assistance from the Alliance.
