Commissioner James Gordon
James Gordon is the current Commissioner of the GCPD. After serving in the military he came to Gotham as a gruff but idealistic young detective, but quickly became disillusioned with the corruption at the GCPD, and made it his life's mission to root it out. He is mild-mannered but stern, and while he adheres to the rules and his principles as much as is possible, he understands that sometimes Gotham requires special exceptions, such as his controversial tolerance of vigilantism in the city. His unwillingness to compromise has made him a staunch and trusted ally of the Batman, but he is not entirely comfortable with the abundance of Outsiders who have begun operating in the city of late, even though he understands that the GCPD and Gotham needs their aid.
Commissioner Gordon has a wife and two children. He is also the legal guardian of his niece, Barbara Gordon. | |

Detectives Gage & Alvarez
Nicholas Gage is a detective with the Major Crimes Unit, specialising in crimes and incidents with "vigilante involvement". For the most part he appreciates the efforts of Gotham's vigilantes, and feels that most of them set out with the best of intentions, but is uncomfortable with the way they act outside the law and wishes there were an alternative solution to Gotham's crime that didn't involve relying on outlaws.
Carlos Alvarez is an ex-special forces soldier, and Detective Gage's partner. He tends to be the more harsh and confrontational of the two, and is not overly fond of vigilantes in general, though he does grudgingly tolerate those who "play nice" with the GCPD and make the effort to not inconvenience the police too badly. He tends to have more respect for the Batman and those closely associated with him than he does for the Outsiders. | |

The Cosa Nostra (Sicilian Mafia) in Gotham has been led by various individuals including Franco Bertinelli, and includes the Cassamento, Inzerillo, Sabatino, and Galante families. The crime families of Carmine Falcone and Sal Maroni have variously been allies and enemies of the Cosa Nostra, each controlling different regions of Gotham. The Sullivan and Riley families are the main Irish gangs, while the Odessa Mob is Gotham's chapter of the Russian Bratva. The Triad and Yakuza are also known to have gangs and agents operating in Gotham.

Red Hood Gang
The Red Hood is an identity that has been adopted by several criminals in Gotham over the years, to provide them with anonymity and to interfere with GCPD investigations by making it unclear which crimes were committed by which individuals. One of the earliest Red Hoods was the man who became the Joker, who was in that guise during the accident that transformed him into the Clown Prince of Crime. More recently, Batman's former sidekick Jason Todd adopted the name - as a reference to the Joker, who had tortured him for several years - to infiltrate and take control of Gotham's criminal underworld, with the intention of tearing it down from the inside.
The Red Hood could be anyone: a lowlife on the street with a red balaclava, a mafia hitman looking for anonymity, an enthusiastic Joker fanboy looking to emulate their idol, a jealous wife wanting to murder her husband's lover without getting caught, or even an aspiring new supervillain looking to borrow the Red Hood's mystique and make it their own. | |
Though Jason Todd is the best known Red Hood in comics, he does not use that name any more in our setting. |
Royal Flush Gang
The Royal Flush Gang is a group of criminals that has existed in Gotham since the Golden Age. The original gang styled and costumed themselves after the playing cards of a royal flush, but subsequent iterations have varied from high-tech costumes to petty criminals wearing nothing but decorated masks. The Royal Flush Gang has no fixed membership: as criminals are arrested and convicted, new ones are recruited to take their place. Depending on the needs of a particular crime or heist, the Gang can vary from just a handful of members to a dozen or more, with extra playing cards and suits thrown in for good measure.
There is speculation among the GCPD that the Joker may have at one time been a member of the Royal Flush Gang. At various points, a version of the Gang has been brought together by the Joker to enact a particular plan or scheme. | |
In the comics, the Royal Flush Gang has had dozens of members, and has been everything from petty criminals to superpowered immortals to a nation-wide crime syndicate. |
