The Great Shepherd of the Empire marks a turning point in the Galactic Empire. Torn from within by Executor Khendon Sevon's plans to assume the Emperor's throne at any cost, the Empire is weaker than ever. The Office of the Inquisitorate has determined that the Empire will not tolerate a man of Sevon's character as Emperor, and so sets up their own choice for the throne.

Valten glanced up at the towering form of Palpatine, the Executor’s corruption was only one part of the danger the Empire was in. Others, too, were beginning to develop selfish notions of power and glory. Even some within the Inquisitoriate were starting to lose their faith in the Doctrine.
