Successor of the famous Kuat of Kuat, Yeart Quenn managed in one fell swoop to grab the ruling staff of the Kuati people, the Imperial position of Moff of the Kuati sector and the directorial position over the Kuat Drive Yards. Or did he? Not much is known about this enigmatic personality - nicknamed "Soulpatch", he is infamous for his ruthlessness and eccentricity.
Early History

Little has been made public about Yeart Quenn's past, other than what he himself told the members of the Ruling council at their final meeting (the council was disbanded following his speech):
He is the 12th child of Alyre Treg Quenn (and her telbun), a registered member of the merchant class of Kuat. She married Bort Quenn, chief justice of Kuat - and of noble blood - shortly before her entire household fell victim to a freak accident**. Of the family (and all 16 children) only Yeart alone survived, as he had been outside the house at the time.
Rare picture of a younger Quenn Having inherited a large fortune from his mother and her husband, Yeart was able to spend many years studying the sciences off-world; he holds a doctorate in Engineering amongst other distiguishments. It was during his time off-world that he became a member of COMPNOR, and when the Empire needed a good man to take over the Kuati sector from the then ruler Kuat of Kuat - who had, allegedly, been in negotiations with Emperor Palpatine about handing over his system to a more capable ruler - Yeart Quenn was chosen by the Emperor to become this man.
His ascension to the position of ruler resulted in little opposition from the people of Kuat. Kuat of Kuat committed suicide by detonating himself and a small part of the shipyards***, and in the aftermath, while the ruling families were still squabbling over the position, Yeart Quenn took the leadership of the sector, the system and KDY at the same time; while the Emperor was no longer alive to back him, he nevertheless managed to claim the shipyards and system for the Empire. This was possible chiefly because the Rebel-sympathizers on the council were weakened greatly by the downfall of the Kuhlvult family, which shifted power to the pro-Empire Knylenn clan who - lacking a strong family head after Khoss of Knylenn was accused of patricide - saw no option other than to back the Empire's agent Quenn when he showed the necessary credentials.
Nothing is known about his now deceased wife, who was also of Kuati origin and could be seen as his link to legitimization of his position as ruler. Yeart and Fama Dele, of a family which was once a member of the ruling class before being exiled, married off-planet, and it seems she also died early on into their marriage.
**An unkindlier version told of this dramatic event mentions that the three repulsor field generators supporting the structure of their building experienced a simultaneous malfunction, resulting in the building being blown to bits. Rumour also mentions that the young Yeart not only possessed great technical affinity, but also lacked a convincing alibi for the time in question - in fact, he was even seen exiting the turboshaft leading to the substructure. Yet later versions of the police files seem to contest that and the eyewitness report seems to have gone missing.
***Confirmed rumour reports that Kuat of Kuat now rests inside a slab of permanently frozen carbonite used as the base of a desk of Moff Quenn, therefore any reports of his having died by explosion are false.

Carving an Empire

Since becoming ruler of Kuat, Moff Quenn hasn't been idle.
He's taken on a young telbun, now named Quenn Yeartel in true Kuati fashion, and commissioned a new class of ship after his own designs - the Empress-class grand cruiser Irresistible. This was supposed to be for his own use, until he conceived a cunning plan that would ultimately bring him the throne of the entire galaxy - or so he thought.
Travelling to Imperial Center after the ship was completed, he planned to make it a gift to his future wife, the Moff of Doldur, Miranda Tarkin. His plan saw her accepting his offer of marriage and of the ship, after which their combined strength would prove argument enough over the other Moffs to win him the throne of the Emperor - after which he would dispose of his new wife somehow.
Unfortunately and unbeknownst to him, Miranda was already on the way to becoming Empress herself, and did not appear delighted by his plan at all - in fact, she seemed to see right through him. She accepted the ship from him, renamed it and ordered him to present it to her upon her coronation - which he did, since any rebellion would have meant death.
Unable to leave the planet until Miranda had time to see to his future, he spent his days feeling angry and getting drunk in various bars and clubs, until he chanced upon Sanya Tagge, the Empress' new sister-in-law, and a new plan began to grow in his overactive mind.

- "The Moff was an audacious man; a self-centered megalomaniac to the core, extremely vain, and possessed of a cruel streak that was rumoured to have put him into his leadership position, the male head honcho in the center of a matriarchal government. His cleverness was born out of the desperate need to see himself come up top, but he was sufficiently blind to his own faults to interpret this as true genius. If it had not been for the shuttle's staff watching, he would have pompously patted his own shoulder in admiration of this oh so brilliant plan of his. As such, he merely did it in his imagination, and the thin-lipped grin turned into an amused chuckle at his own presumed oddity."

- Dealing in Absolutes - Moff Yeart Quenn of Kuat travels to Imperial Center to offer his hand to Miranda Tarkin, Moff of Doldur - which he hopes will bring him the throne of the Empire by turning the two sectors into a mighty seat of power that others would be impossible to ignore. But his homeplanet is not happy with his plans, and sends out agents to deny him his goals.
