Established as part of the Directorate of Military Intelligence by the British War Office during the Second World War, Military Intelligence, Section 13 was so heavily classified that it was believed not to exist by all but the most senior members of the intelligence community, and the most paranoid and superstitious of conspiracy theorists.

While other branches of military intelligence liaised with groups that focused on everything from aerial photography and communications interception to scrutinising the enemy's technical and scientific advances, Section 13 focused on the possible threats posed by individuals posessing a mutated x-gene that gave them extraordinary abilities: something of particular concern given the Nazi obsession with Aryan eugenics and the occult.

"Operation Pelius" was an ongoing mission during the war conducted by Special Wing: a task force nested within the Royal Air Force that employed individuals with supernatural abilities to bring about an Allied victory. Unlike the super soldier program operated by the United States however, the British shied away from using their so-called "X-Men" as a propoganda tool, instead focusing on more covert and commando tactics.

While many sections of Military Intelligence were disbanded following the war, some continued to exist well into the Cold War. Moving to a new headquarters in the north of Scotland, "Operation Damocles" saw Section 13 become an organisation tasked with defending the security and sovereignty of Great Britain from the threat of those with "unnatural" abilities.

Eventually, the recession of the eighties and the budget cuts led to the discontinuation of Operation Damocles in 1996; Section 13 was downsized considerably, and became part of Archives with the Security Service (MI-5).

With the mutant x-gene becoming more widespread in recent years however, Great Britain has been subject to a marked increase in mutant-related crimes and acts of terrorism. Following an attack on the Security Service mainframe by unknown elements and the assassination of a retired member of Operation Damocles, a small task force of mutagenics experts and Damocles veterans has been established to consult on such issues, unofficially known as Section 13. Without access to the same research and development resources as during the Cold War however, Section 13 has been forced to rely on a government contract with the US-based Treadstone Industries in order to source much of it's non-standard equipment.

In Marvel Comics canon, MI-13 is a fictional British intelligence agency - officially known as the Extraordinary Intelligence Service (EIS) - featured extensively in the Excalibur series' of comics. The agency featured a whole host of British superheroes as members, including Captain Britain, Union Jack, and Juggernaut.

In reality, MI-13 is an unused designation for part of the Office of Military Intelligence, skipped for superstitious reasons. Though none of the offices exist, the designations of the Offices that liaised with the Security Service and the Secret Service - MI5 and MI6 respectively - are still used today as unofficial nicknames for those agencies.
