The Excalibur team has it's origins during the Second World War.

Britain's first team of "superhumans" was known as Special Wing. Embedded within the Royal Air Force, these individuals - many of whom were mutants - carried out Operation Pelius, an effort to use individuals with superhuman abilities to combat the Third Reich, and to proactively combat the Nazi's eugenics programs.

Though Special Wing was disbanded in 1947, it was ultimately succeeded during the Cold War by Operation Damocles; similar in principle to Operation Pelius, but focusing on superhuman threats from the Soviet Union, and on home soil. During the nineties however, this organisation was also disbanded, with the Security Service (MI5) establishing Section 13 to monitor Britain's ongoing mutant population.

Following an increase in mutant activity during the early part of the 21st Century however, the British government approached Nathan Godfrey - a former Damocles operative - and requested that he research the possibility of establishing a new Mutant Division for the government: something that, given the naming convention of previous groups, the Deputy Prime Minister described as "pulling the sword from the stone".

The efforts to create a Mutant Division were abandoned after a string of riots and terror attacks however, for which mutants were blamed. Expelling mutants entirely from the government and the military, the "Special Weapons, Operations, and Reconnaissance Division" (S.W.O.R.D) was established instead; SWORD and other elements of the British Army were tasked with assisting regional police forces in maintaining law and order.

Nathan Godfrey and his associates felt that SWORD was not only an inappropriate course of action; but also an ineffective one. In order to protect Great Britain from threats that they felt SWORD would be unable to handle, they banded together as "Excalibur", and began engaging in unsanctioned crime fighting activities.
