The Excalibur team has it's origins during the Second World War.

Britain's first team of "superhumans" was known as Special Wing. Embedded within the Royal Air Force, these individuals - many of whom were mutants - carried out Operation Pelius, an effort to use individuals with superhuman abilities to combat the Third Reich, and to proactively combat the Nazi's eugenics programs.

Though Special Wing was disbanded in 1947, it was ultimately succeeded during the Cold War by Operation Damocles; similar in principle to Operation Pelius, but focusing on superhuman threats from the Soviet Union, and on home soil.
