Steven Hackett

Admiral Steven Hackett is a high-ranking veteran in the Systems Alliance Military. As the commander of the Arcturus Fleet, he is one of the most influential military commanders in the Alliance and, after the participation of his fleet in the Battle of the Citadel, one of the best known to other species as well.
Hackett was heavily involved in the development of the SR-1 stealth frigate. One commissioned, the class prototype - SSV Normandy - was to be assigned to the 63rd Scout Flotilla: part of his fleet. He actively participated in crew selection, and was part of the group that nominated Commander Shepard to become the first human Spectre.
When Saren Arterius attacked the Citadel during his alliance with the Geth and the Reaper Sovereign, Admiral Hackett commanded the Fifth Fleet as reinforcements for the Citadel Fleet. Hackett's forces saved the Destiny Ascension from the Geth fleet, saving the lives of the Citadel Council in the process: reinforcing the Citadel Fleet, Hackett and his forces were successful in destroying Sovereign. For their efforts, the entire unit was awarded the Palladium Star by the Council.
As part of the efforts to rebuild the Fifth Fleet after the Battle of the Citadel, Admiral Hackett has secured military approval and funding for several new Normandy-class stealth frigates. One is already under construction, and two more have been approved as part of the 2184 budget.
