Quick question; if Imperial Intelligence suspects him of funding rogue elements that once used to be Imperial (which, is that something you wish him do have done?), they would also take liberties to expose him once they allowed him to be captured. They'd look to not only sweep him out the door but disgrace him as well in the eyes of the Imperial populace. Is that something you're fine with?
The other side of this coin is that they would use him as a martyr and tool for quietly fostering anti-Alliance sentiments even despite the treaty signed.
Those I feel are both enjoyable avenues to explore, but the decision is yours whether one or the other is taken.
Imperial Intelligence would be in on this; they would be the ones helping to get the pirates together for the meeting.
However, even while doing so they could be setting up Park for a fall. It all depends on the agenda of whomever is leading or using ImpIntel in this way but I'm okay with either outcome.

Esalis is a bitch, but she's not going to outright fabricate an entire fall from grace from start to finish. She will however take advantage of a situation that she feels could help strengthen the Empire in the long game.
They did not. At best Park thinks such officers were idiots for running off on their own and leaving the resources of the Empire behind and at worst he thinks they're traitors. But he hasn't bothered to keep private his desire to continue the fight against the Rebellion either, hence the suspicions.
