Some missions maybe?
I was thinking, we should have some.. rescue/liberation missions. Freeing some NPCs so they can come join our merry band.

You thinking of rescuing Force users, or "Rebels" in general? Only hitch I can see is that the Imperials aren't likely to have that many Force users in captivity; they seem to have a "kill first; justify later" approach to Jedi survivors. =/
Doesn't mean there couldn't be some Moffs breaking the rules of course, or people from outside the Empire (Hutts, etc) with Jedi prisoners. And it might be fun to do some stuff where we have to actually man-hunt the person we're looking for before we can actually rescue them.

Well, they have captured and interogated Force users in the past. It could happen again - and like you say, there will always be people bending the rules for whatever reason, especially on the outer-edges of the Empire.
A man-hunt could be fuuuuuun.

Yes it could And honestly, the Inq don't mind attempting to convert and captured Jedi that they happened to get alive. If they don't convert, they interrogate usually.
Not saying all of them, some of them do have itchy trigger fingers
