Character Background
Sabinian is an Inspector and Special Agent with Alliance Security: a non-military agency that deals with customs, immigration, and interplanetary / federal law enforcement within the Alliance of Free Planets. It is a relatively new agency, having been established as a civilian/government entity after the Alliance-Imperial Treaty, so that Alliance space wouldn't need to be policed by the military.
Inspector Tellar is something similar to a federal martial or an Imperial Sector Ranger: he follows criminal activity "across state lines", and coordinates with local law enforcement while doing so. Many of his cases involve the area surrounding Jovan Station, because of it's proximity to the border and it's status as a cultural and trade center.
Prior to joining Alliance Security, Sabinian worked as a detective in local law enforcement on one of the worlds now in Alliance space.
Raw Material
Alliance Security is relatively new, so people don't necessarily understand or respect the role and jurisdiction it has.
Sabinian is a naturally charming guy. Imagine a cross between Cassian Andor and James Bond.
He relies on his personality and job description to distract people from peering too much into his background. He is not quite secretive about his past, but he is somewhat evasive on the subject.
Despite the effort he puts in to seeming "cool", Sabinian makes a point of being knowledgable about a lot of things, to better understand the people he is investigating. He has picked up an odd assortment of hobbies and talents - art, music, cooking, tabletop gaming, etc - that stuck with him after trying them out while "getting into the mindset" of someone he was chasing.
Plot Ideas
Making people feel uncomfortable and under scrutiny, but politely.
Space Spaniard charm offensives.
Anything you would expect from the "cool guy" on an American cop show.
