Character Background


Khalid is a shadowy figure in politics, who has been around since before Palpatine's election as Supreme Chancellor.
While he is undeniably an influential figure, it is not entirely clear what the scope of his power and authority is. He usually chooses to act indirectly - a nudge here, a favour there, vital campaign funding at a desperate time, the right whisper in the right ear at the right moment, etc - rather than directly; and people are introduced to him as a mysterious-but-influential benefactor without necessarily knowing who or what he is.
While he is nominally a loyal Imperial citizen, ultimately his loyalty is to the institution of galactic government, in whatever form that takes. He was loyal to the Galactic Republic, remained loyal to the Galactic Empire, and will eventually be loyal to the New Republic as well. He doesn't care who is in power, as long as they are a strong and sustainable government.



OOC Note: He is a Vandal Savage type figure: someone who whispers in the ears of kings and dictators rather than openly ruling himself. He's the sort of guy who you see standing around mysteriously in the background of photographs at important events, but no one really seems to know what his name is. He's not involved in every conspiracy that has ever happened, but the more conspiracies the merrier!


Raw Material


Khalid was one of Palpatine's political associates/supporters during his rise to power, and may have played some part in orchestrating the Clone Wars. He believes that the conflict was necessary, as a way to "cut out the cancer" of corrupt corporations like the Trade Federation.
He does not believe in the Tarkin Doctrine however, feeling that a government should not "wage war" against it's own people for any reason. He played a part in nudging the Alliance of Free Planets into existence, to provide the Empire with an external threat to focus on. Among other things, Khalid is one of the shadowy figures behind the scenes of Phoenix Cell.
Since the Treaty, Khalid has in small ways contributed to the Resistance movement on Corellia. He sees the cold war between the Empire and Alliance as potentially harmful, and hopes that the Resistance (and similar brush fires) will focus everyone's attention focused on third parties, so that temperatures between the Alliance and Empire can cool. His long term goal/hope is to see the galaxy reunited as a "New Republic".
Khalid has some sort of connection to the Inquisitors - he was one of the individuals involved in the prisoner exchange of Ceto Rübezahl and Dasquian Belargic. He will be involved (somehow) in facilitating business/trade/etc in the Greater Javin.
When the Black Archives (Lúka Jibral, Orenth/Shen, etc) were relocated out of the Maw, Khalid is the one who found a new location for everything that was shipped/salvaged from the facility. He has an active/ongoing interest in the Black Archives assets that found their way into the Imperial Knights, and may have some ongoing affiliation/interaction with the Knights as well. (we still need to work out the details, Vince!)
He smokes deathsticks all the time. Some people speculate that it's because he's trying to suppress Force powers; others think he's nothing more than an addict.



By the TFA era, Khalid will have successfully helped nudge the New Republic into existence. However, when the Republic starts falling into some bad/familiar patterns, he resorts to the Clone Wars play book: helping to "infect" the galaxy with the First Order as a way to root out cancers like corruption and Imperialism, and then nudging the Resistance into being to "cure" that deliberate infection.


Plot Ideas


Interaction with the Resistance, via Phoenix Cell. Charley and I talked about Khalid being in some way involved in feeding orders to Phoenix Cell via Elura / one of her protocols.
Stuff with the Imperial Knights, Imperial Intelligence, Imperial Military? Perhaps Khalid calls in a favour from a superior/associate, and {insert character} ends up carrying it out without really knowing why?
Black Archives stuff... sorta Knights-adjacent plots and such. (Lúka Jibral, Chir'daki, Orenth/Shen, etc)
Sarlacc stuff, versus The Exchange.
Dealings with organised crime? Maybe Khalid knows a way to help Black Sun / the Tenloss Syndicate / etc smuggle drugs/contraband/etc across the boarder?
Working with bounty hunters / mercenaries / terrorist groups / etc? Khalid can probably feed you intel / resources / credits in exchange for you attacking something or offing someone that advances his plans in some capacity.
Might be doing some stuff on Cloud City, because of Chir'daki's presence there. Might also end up catalysing some Nen Lev'i stuff, because reasons.
General conspiracy stuff. Happy to be a smarmy antagonist to anyone, for any reasons.



Existing Relationships


Amés Falcon Liszt - Minister of the Interior. Khalid was some sort of benefactor early in Liszt's career, and appears to have some kind of influence over him, and/or dirt on him.
Ceto Rübezahl - Moff of the Greater Javin. Debriefed him after his Alliance incarceration. Makes "suggestions" about the future of the Greater Javin occasionally.
Lúka Jibral - Imperial Knight. Lúka was the caretaker (and an unknowing test subject) at the Black Archives. He is one of the people who occasionally gets called upon to help with Khalid's machinations.
Red Queen - Former Inquisitor. Khalid had some sort of leverage over her that he exploits occasionally.
