Do you have that one character who you are attached to, but know that you'll never have the chance to write? Or one that you've tried writing, end up shelving, but still have a desire to see them come to life? If so, this is the place to try and see that those characters are expanded upon.
The solution? Give the characters away that you think have some serious potential.
Please use only one post to make your list, and know that anyone is welcome to pick up that character once they are posted. Characters can be a blank canvas or pre-made, just make sure that you talk to the original writer so you will know if that character has connections to other PCs and/or has been NPC'd in the past.
