Character Background
A medical doctor of dubious ethics, who runs a clinic on the lower levels of Cloud City.
Will patch you up, no questions asked, as long as you pay him enough... just don't expect him to care.
Raw Material
Justin became a doctor for the money. Unfortunately, it turns out that it's hard to get ahead in the medical business if you have an absolutely sucktastic bedside manner. Justin set up shop on Cloud City as a business opportunity, because he knew there were plenty of people who would need medical treatments, and would really prefer that no one ask too many questions or look too hard at how they went and got themselves screwed up.
Justin doesn't just refrain from answering questions on principle: he genuinely does not care. If you're injured, he gets money for fixing you. If you keep doing the same stupid stuff and keep getting injured, he keeps getting paid. There's nothing worse than a healthy customer who doesn't need to pay for treatment any more.
That said, he doesn't con people, or take advantage of his patients. He will give you the treatment you require, and charge you the amount it costs, and won't try to trick you with hidden charges or unnecessary procedures. He may be an asshole, but he's not a complete dick.

Justin has already had dealings with The Exchange - maybe some interactions with Black Sun, Tenloss, and the Rath Cartel?
