Character Background
A holomovie actor and household name in his teens and twenties. Though most famous for his productions aimed at children, he did have a short-lived "serious" acting career. He eventually retired from show business and began a career with COMPNOR.
Ceto was the Moff of Bothawui when the planet was liberated by the Rebel Alliance. Though military officials tried to use him as a scapegoat (to distract from their underestimation of the Alliance's capabilities), his loyalty to the Empire allowed him to return to governorship amid Miranda Tarkin's post-coronation cleansing of the Empire; this time of the Greater Javin.
Raw Material
Ceto is a patriot, but not a blind one. He sees the Galactic Empire as a continuation of the Galactic Republic, and thus the legitimate government. He doesn't condone (or apologise for) any of the Empire's atrocities, but feels that armed activism and terrorism like the Rebel Alliance is not the answer. If the galaxy is going to become a better place, the changes need to be made in accordance with the law, by people acting within the system.
As such, Ceto is a pretty good governor, focusing on civil improvements and economic growth to earn the public's good will, rather than resorting to amoral measures and Tarkin Doctrine tactics to scare his subjects into submission.
That said, he is a professional actor, and is an expert at playing to the ego and appetites of his political peers and counterparts to make sure the "right thing" gets done.
Ceto is famous among "fans" for playing Ensign Alex Carmine in the government-funded Republic Rangers franchise: a series of holodramas produced and aired during the Clone Wars, designed to improve public sentiment regarding the war effort, and raise funds through merchandising. Carmine is a divisive character: "real fans" (ie. old people) dislike him, but he tends to be popular with kids who grew up watching the vids. Basically... he was Wesley Crusher, in a mashup of The Clone Wars and Power Rangers.
Ceto spent a few months in Alliance custody around the time the Treaty was signed, but was prisoner exchanged for Dasquain Belargic.
Plot Ideas
Business opportunities. Ceto wants businesses to set up shop on Cloud City / Tibannopolis, and/or elsewhere in the Greater Javin. Taking you out to dinner, "networking", helping to get those pesky permits pushed through, autographing action figures for your nephew, etc.
Trade opportunities. The Corellian Trade Spine is one of the only "intact" ye olde trade routes that isn't sliced up by the Alliance-Imperial border. The more trade Ceto can convince to come through Bespin / the Greater Javin, the more tax money he has to spend on gentrifying the region.
Testing his morals. Since Ceto makes a point of being as above board as he can, pushing him into positions where achieving the right thing involves doing something dubious might be fun.
Social life. Ceto doesn't have many peers (yet), so finding people to do more than just keep his bed warm might be handy.
Last Action Hero / Galaxy Quest. It might be fun to put Ceto in a sort of "I'm not a badass, but I play one on TV" situation and see how he fares.
Existing Relationships
Ophion Rübezahl - Father. A former Senator who represented Byblos in both the Republic and Imperial Senate. He inherited a modest family fortune which he grew substantially through investment. Among other things, he owns a controlling interest in the Loronar Corporation, which is currently run by his second son, Arion. Ceto and his father have never been close; Ophion sees him as an heir who abdicated.
Arion Rübezahl - Brother. Younger than Ceto by three years. He resented and was jealous of his brother's childhood fame, and so compensated by becoming the dutiful son that Ceto never was. He is an adept scientist and businessman, acting as CEO of the family controlled Loronar Corporation.
Sophia Rübezahl - Sister. Younger than Ceto by twelve years. Just as rebellious against their father's wishes, but young enough that Ceto is able to offer sage advice on which mistakes to avoid. Normally an adventurous seeker of thrill and intrigue, recently she has been (somewhat reluctantly) dragged into a more active role in family business affairs.
Sanya Tagge - The Baroness of Cloud City, and the sister-in-law of the Empress. They get along fairly well, but they have a bit of a "careful" relationship - mostly because Ceto doesn't want to risk pissing off someone with that much political sway.
Sanis Prent - One of Cloud City's prominent casino managers. Ceto doesn't know that Sanis is a big deal in Black Sun, but he probably suspects there's something a little shady about him. Trying to keep in his good books, without falling down the slippery slope into illegality.
