Character Background
Inspector Holden is a senior GCPD officer at Gotham Central. He oversees various teams/divisions including the Major Crimes Unit and Infernal Affairs. Since the death of Maggie Sawyer he has taken a slightly more proactive role.
Major Spoiler: Inspector Holden is a cover identity for the Martian Manhunter, alias John Jones. He is originally from Mars, but has been living on Earth since the Roswell incident in 1947. In exchange for his freedom for incarceration at Area 51, he has agreed to work with Checkmate, and has been positioned within the GCPD to keep tabs on the vigilante situation in Gotham, and to help prevent Queen Consolidated's illegal activities from being discovered.
Raw Material
Many members of the GCPD find Holden unsettling. He is hard to get a read on, and is alarmingly perceptive at times.
Plot Ideas
Boss / oversight stuff with Major Crimes Unit detectives.
Boss / oversight stuff with Infernal Affairs (Hector Hall / John Constantine).
Jurisdictional clashes with the DEO.
