Character Background
Started out as a functionary of the government on Esseles. Moved to Coruscant to serve in the Esselan delegation to the Senate.
Moved into the Republic executive, holding a string of appointments secured through his wife's connections.
Following the declaration of the New Order gained considerable power as one of the officials dealing with the transition to Imperial rule.
Became the Imperial Chancellor (essentially a bureaucratic functionary) under the late Emperor and accumulated power by taking on mundane tasks with which others could not be bothered.
Played a crucial role in holding the Empire together in the wake of the Emperor's death and elevation of his protégée, Miranda Tarkin, to the throne in succession.
Raw Material
Being from a minor Esselan family makes him, by high Coruscanti standards, a provincial but to most he appears an archetypal aristocrat.
His early advancement relied upon having married into a powerful family of Coruscanti.
While he is a key figure in the New Order he is (a) little known to the wider public and (b) not very doctrinaire.
Operates in the shadows with great care but is prepared to make bold moves when necessary.
Committed to orderly and well managed government, which he believes only the Empire can now bring.
Aware of the threat from within the Empire from the more ardent followers of the New Order.
Believes, unselfishly, in his own vital importance to the Empire and, therefore, the Galaxy and is prepared to protect himself.
Rarely leaves the Imperial Palace and has not been offworld (except for visits to docks and skyhooks) for many years.

The Chancellor meets with some of his ministers to debate responses to the chaos on Corellia.
The Chancellor attends a court social function much against his will and reflects upon the nature of the Imperial elite.
The Chancellor has one of his regular audiences with the Empress.
The Chancellor is briefed on efforts to purge the government of suspect individuals. He is uncomfortable with what is being done.

Married to Livia of the Idrigen family a powerful Coruscanti political dynasty.
Mentor to Miranda Tarkin prior to her succession to the throne.
Principal secretary is Quintus Varo.
Disliked by many of the moffs and military leaders but has good connections with crucial postholders.
Numerous connections within the Imperial Government.
