What is the story of the Gossam diaspora on Ossus? How was that arranged and why specifically Ossus?

The whole story on the Gossam and how they settled on Ossus is a fairly involved story, but the last two parts can be answered pretty simply.
How was it arranged?
Cho arranged for the Gossam to settle on Ossus because he needed somewhere to put the growing free Gossam population. As former Admiral of Supply in the Rebel Alliance (a short-lived role with sadly no real roleplaying done for it, so it's not technically canon) he and his Gossam ships were often with the Wheel, and as Minister of Trade for the first few months of the Alliance, he visited Ossus and saw its uses. After stepping down to lead the Gossam, he wanted somewhere fairly isolated, where he could make as good a new start for them as possible. So he set many of the best engineers, architects, and planners to Ossus to help the Jedi set up their camp, and with them already making homes on the planet and helping the Jedi, it wasn't too difficult to set some land aside and begin construction.
Much of this is a bit stretched as Cho's roles as Minister of Trade and Admiral of Supply were fixed OOC but I wasn't able to set any RPs to solidify the roles. Cho and Anbira coming to the Wheel was supposed to lead to Cho's instatement as Admiral in the Rebel Alliance, but even if that had been more active, the fast forward would have cut off Cho's introduction of the Gossam to the Wheel. There was one thread I managed to get him into as Minister (the visit to Ossus), but unfortunately time and activity for me cut down significantly after that. Cut to now, I simply wanted to get what I felt was the most interesting part of the Gossam down into an RP and set up for future plot arcs.
Why specifically Ossus?
Cho's goals are to primarily set up an alternative to the former Gossam culture of cut-throat business and greed, exploitation, and cruel self-interest driven policy. As a former Jedi, he's planning on setting up a more contemplative culture whose drive and industriousness could be geared toward architecture, engineering, and practical planning instead of banking and Commerce Guild like activities. The Jedi being close by is a fortuitous chance for Cho, as he can exhibit the serenity and peace of the Jedi philosophy to the Gossam young, and keep Gossam hands busy enough building themselves a home to keep them sliding back into old cultural habits.
