It hinders IP tracking if they decide to show up again. Alternately, we could just keep a list of IPs for banned accounts.

A few people suspect a new account to be one of a few different banned users. I can't do an IP comparison to some of the banned suspects. Jamel for example.

Banned accounts are not deleted as a rule, but my 365 day inactivity clean-ups are non-descrimitory when it comes to usergroup, and as such, banned member's accounts are deleted after 365 days of inactivity.

Here is a current list of the banned IP ranges. The last 15 or more are probably all Xaz since she just kept coming and coming with new ranges.

The IP isn't in that range. You're blocking huge chunks of the interweb :/

An A class IP range most likely subbed to a B or even group of C's that belong to Comcast. This is the most likely suspect for Jamel's previously banned IP. That along with the evidence of his writing style, attitude, homepage link, current IP resolution location, and the suspect IM names provided in the Devon profile, I find it to be evidence enough to warrant ban.

I will remove the two ranges that are of only 2 octets in the current banned IP list, which will open up a very substantial portion of the interweb, leaving what is blocked much much smaller in scope.
