Who's in charge around here?

Jacen Parami, Malcolm Trippen and Kyle Raiden are all me. Kyle Raiden is at a loose end right now. I have an idea for him, but I'll need to run it by a senior army/intel person, as well as fleety peeps. I'll ambush Admiral Fish-face when he comes on later to run it by him...but a sizable chunk of the idea involves Intelligence Bureau involvement, and probably the army as well. So yeah.
