Sorta wonder why thy just don't use latex. Why make it into the shape of a condom and then use it. Is it cheaper that way?

I'm wondering that as well. Seems that converting latex into condoms would only serve to increase the price.

It's probably just cheeper for a contractor to buy the condoms already made and packaged from a store than to make the condoms/a latex substance or to pay a company to make it special order.

I think the point of the article is that the condoms were donated to help with population, and STDs, but instead were being used in roads and other not-what-they-were-meant-for uses.

I don't think they were donated, because they said that said condoms were manufactured in India, not given to the government through some UN deal. I think contracters are just buying the bulk of the material for construction purposes. Ah well. I guess if it makes the roads better, what the hey.
