Hence forth all matters relating to foreign affairs are to be refered to the Chancellor or to his delegated officials for inspection. No matter, however small, that effects the outside galaxy shall be exempt from this except in the following cirmcumstances:
1. The action to be taken is deemed necessary for the immediate self-defence of the Imperial Sovereignty.
2. The action is taken under the authority of a pre-existing orders already approved by the Imperial High Command and the Cabinet.
This to take immediate effect upon signature of the Lord High Chancellor and the Supreme Commander of the Imperial Navy (on behalf of the Imperial High Command)..
