Introduction:

Whilst studying for his masters at the University of Coruscant, Anar wrote an essay called The State: Thoughts on the correct conduct of State Affairs. In it he outlined his political philosophy and his concept of government. The essay was published by the university and used as a source for Political Science courses dealing with political theory. When Coruscant was lost to the Empire, the essay was forgotten.

But now, as Tiberius Anar ascends to the Chancellorship, it seems fitting that this work be read once more.

The State is the guardian of society. The State is the machinary of social and political order that protects society form the chaos that is the galaxy. Without the state to create and enforce order society would be torn assunder by the forces of chaos that plague this Galaxy.

The State is composed of three arms- The Legislature, The Judiciary, and The Executive- three guardians of society. The Legilature creates laws that protect against chaos and ensure the smooth and orderly operation of society. The Exceutive takes action to enforce these laws and to ensure that order is maintained as sanctioned by the law. The Judiciary acts as a check against these two, enuring that neither deserts the spirit or the letter of the law, and guaranteeing the administration of justice. These three arms work to create order in society, thus securing its future.
