Ok, I DL'ed a file, and it's in .rar format...What do I need to turn this into a normal Media file (it's an audio file. A soundtrack to an old Sonic game)?

Sounds like it's compressed with WinRar. I think.

I think .rar indicates the file is a zip archive. To unzip, use WinRAR or a compatible unzipping program.

WinRAR will take care of it. So will WinAce. Like Marcus and Pierce said, it's a compression format. Use either program to access it and decompress the actual files(s).
