You don't need to pay for items. You can just say that your character has bought them - within reason, of course. You can't claim you have a whole armory's worth of guns, but then that would be useless to one man anyway.

As for creating your own weapons, you can bring up ideas for weapons - post schematics and such - and then have other members look over them, to see if they fit in with the board rules.

That would be a good way of showing what they looked like. Just make sure you define what they are capable also.
