That's actually not Internet sp33k, it's originally SMS chat. I know SMS or phone text messaging isnt all that big in the USA, but in Europe and Australia, it's been huge for nearly 10 years at least. I'm afraid it's infecting and spreading :(

While I agree with your sentiment, I don't think it's doable. If we're to adhere to the FAQ, he hasn't done anything that's bannable. There's nothing in the FAQ which states that you can ban people for being walking talking typos.
