My apprentice, Je'gan Olra'en, is by far ready to take the title of Sith Knight. I've taken him out on several missions and he has done exceedingly well. I am also aware that he has been tested by the elders of the Order and has passed the test. He has a good understanding of the Force and the Sith and I think he is ready for promotion.

[Warlock]

Warlock gave a slight nod.

"Can you provide evidence of past tests, missions or such like- shows of skill of such a level- that proove he is worthy?"

Here is your evidence (http://sw-fans.net/forum/showthread.php?s=&threadid=32952). Though it was not a formal test, Je'gan displayed the skills of a Sith Knight there. If the elders deem it necessary, perhaps they could test him themselves.
