Web guru's please help.

Hey - O!

I have an online form (using FormMail.pl from Matt's Script Archive) that emails me a plain text file.

I want to manipulate that plain text file to either

A - output the data as a CSV file
or
B - have the data loaded into a flat or small database

Any thoughts on where to start looking?

Oh... and the server does not support php or mysql so I'm looking for a cgi fix... but if really needed I can move to a different server.

I know a few ways to do it in php, be it flat file or DB, but I don't know any cgi methods off the top of my head.
