Power is an odd thing. Few people have it, everybody wants it, but nobody uses it. There are people in the galaxy who spend their whole lives aquiring power- fighting tooth and nail for it, liying, cheating and stealing, even killing to get a little more power. And then, after all that effort they never use it. They are either too afraid to risk what they have, or too weak from the fight to use what they have once they have it. It is ridiculous- yet it happens.
But there are a few, a select few, with the wit and the intellect and the balls to take power and use it. Palpatine was one, Vader another, Thrawn as well, and even Viscera. They fought everyone to get power, to keep it and then, instead of resting on their laurels they used that power. They used it to build an Empire that dwarfed all that had gone before it.
And now, now it was gone. Reduced to perhaps fourty truly habitable planets held by three factions. Each claiming to be the last true heir to the Empire. It was pitiful, it was pathetic!
And how had it come to this? Was it poor military strategy? The massive opposition that the Empire had faced? Or was it just plain bad luck? No! It was because too many people wanted power, too many had got it, and too many were willing to use it properly.
This was no more true than in the Imperial Sovereignty. Here several hundred men and women controlled the largest and wealthiest remmnant of the Empire. They bickered and squabbled over what to do, over how to do it, and when to do it. Nothing ever got done without a lot of argument and aggravation.
It was not merely the fact that power was divided, but who it was divided between that caused so many problems. Power in the Sovereignty was divided between a handful of Company CEO's and Executives, the welathier aristocrats, the moffs and the military. And they were all out for themselves.
What was needed was a leader who could unite these factions and then use their power to direct the Sovereignty towards the right path. Only someone like that could save the Imperial Sovereginty from decline into obscurity or disintergration. But instead they got Baron de Nostradaum.
