Power is an odd thing. Few people have it, everybody wants it, but nobody uses it. There are people in the galaxy who spend their whole lives aquiring power- fighting tooth and nail for it, liying, cheating and stealing, even killing to get a little more power. And then, after all that effort they never use it. They are either too afraid to risk what they have, or too weak from the fight to use what they have once they have it. It is ridiculous- yet it happens.

But there are a few, a select few, with the wit and the intellect and the balls to take power and use it. Palpatine was one, Vader another, Thrawn as well, and even Viscera. They fought everyone to get power, to keep it and then, instead of resting on their laurels they used that power. They used it to build an Empire that dwarfed all that had gone before it.

And now, now it was gone. Reduced to perhaps fourty truly habitable planets held by three factions. Each claiming to be the last true heir to the Empire. It was pitiful, it was pathetic!

And how had it come to this? Was it poor military strategy? The massive opposition that the Empire had faced? Or was it just plain bad luck? No! It was because too many people wanted power, too many had got it, and too many were willing to use it properly.

This was no more true than in the Imperial Sovereignty. Here several hundred men and women controlled the largest and wealthiest remmnant of the Empire. They bickered and squabbled over what to do, over how to do it, and when to do it. Nothing ever got done without a lot of argument and aggravation.

It was not merely the fact that power was divided, but who it was divided between that caused so many problems. Power in the Sovereignty was divided between a handful of Company CEO's and Executives, the welathier aristocrats, the moffs and the military. And they were all out for themselves.

What was needed was a leader who could unite these factions and then use their power to direct the Sovereignty towards the right path. Only someone like that could save the Imperial Sovereginty from decline into obscurity or disintergration. But instead they got Baron de Nostradaum.

It was not that de Nostradaum was a poor leader, far from it. He knew how to bend men to his will. It was that the Imperial Chancellor simply did not use power when he got hold of it. He sepnt his time building up his control, gaining influence and power, but he rarely used that power.

And so the Imperial Sovereignty chugged along, with Baron de Nostradaum at its head. His administration kept things running smoothly as they were, the hover trams ran on time, the hospitals were spick and span, and the Treasury grew larger with each passing year. But the was never any real activity, everthing stayed the same.

Oh, there were ocasional burst of activity. Ocasionaly the Minister of Education would change the exam system in Imperial schools, or the Foreign Minister might visit a neutral world for talks. But nothing came of it. And why? Because the Chancellor avoided making major changes, avoided interefering lest something go wrong and he be blamed for it. More importantly he never gave away much power to his subordinates. He kept control of the budget and his signature was needed for most of the important orders to take effect.

There were times when de Nostradaum was obliged to do something by an outsider. There were those with power of their own who could threaten de Nostradaum. And when he was threatened de Nostradaum could be quite quick on his feet.

Other than his ministers there were, perhaps, a dozen people who could really influence the Chancellor and, thus, Imperial policy. These were the heads of the major corportations who gave him money, the aristocrats who gave him land, and the military who gave him protection. When these people wanted something they generally got it.

ONe of these people was the head of Xaltin Bacta, Anatoly Filtov. Anatoly owned 45% of the biggest bacta producer in the galaxy as well as various subsiduaries. He had agreed to give special discounts to the Imperial Armed Forces and gave generously to the Imperial Treasury. This gave him a hold over the Imperial Chancellor.

This hold was easily explained. In order to stay in power de Nostradaum needed to please the army and navy. To please the army and navy he had to pay them well. To do this he needed money and the Corporations had money. Ergo he needed to please the Corporations. And so when he did act it was on behalf of the corporations, rather than the Imperial Sovereignty or the ideals it represented.

To make matters worse, de Nosradaum knew how to survive. He had been on top for years and refused to budge. He weathered every crisis and defeated every enemy who got near him. He was a mountain whose base could not be eroded, even by the heaviest of rains.

The only way forward was to remove him, but how? And when?

"If I might have a moment to consult with my advisers. Director Reyner head of Reyner Medical Labs was sweating profusely in the warmth of the conference room.

"Of course," Tiberius Anar admired the way that Anatoly Filtov could so easily make someone feel small with the shortest of words.

As Reyner turned his back and began to converse with his advisers in hurried whispers, Anar turned to the CEO of Xaltin Bacta. "Well it looks like we could have an agreement shortly."

"Yes, Tiberius. It looks that way doesn't it," Filtov took a sip of water from his glass.

"Have you given any thought to how we are going to get the government to agree to this?" asked Anar. Whilst this merger was a business arrangment all major actions had to be approved by the Prefecture of the Treasury. Given the power this merger would give Xaltin they might not be all that willing to agree.

"I had rather counted on you making sure that they do," replied Filtov with a nasty smile, "You're the one with contacts."

Anar was glad that Reyner turned round at that moment, he felt uncomfortable with Filtov's smile upon him.

"I think that we can agree," said the Director with a small, face saving smile.

"Excellent" replied Filtov, rubbing his hands together with anticipation, "We can submit the forms to the Treasury today and sign next week. They won't obstruct this deal, will they Tiberius?"

"No Anatoly, they won't," said Anar with more conviction than he really felt.
