Motti was only stupid.... Just like most of the Empire. With the kind of fire power they had, if they had been smart (like Thrawn), the rebels would have never had a chance to even make a fleet.

Rebels succeeded over the Empire numerous times based on the Empire's overall stupidity. Most any rebel story places them in some resourceful organization: Bounty Hunters, smugglers, other semi-military syndicates. The Empire imployed officers by training new ones (those new ones being trained by previous idiots) and cloning other stupid soldiers. Makes sense.
