resize it using a proggy, like paintshop pro or photoshop, or ask someone to resize it for you
go into your user cp thingy
click on avatar
follow those instructions
et, voila! :D

Do you know one? I'm assuming you mean where to find a picture or something? Just describe your character's appearance, and I'll try to find you a pic. Would you like a real life person or a cartoon? And if a cartoon, would you rather it be western style or Japanese style art?
