These are the slight modification of rules that are used or were going to be used at TSO and possibly even TSE. Edited it slightly in some areas. What is the opinon of those on it?

I place question marks such as (?) around any not sure of or where numbers can be changed or altered. This is only a first draft and right now we do not know how many are going to be on any council we have. I assume those of us who start will form a council. If not a council do we all equally decide on things and all RP ideas/plots must be agreed including any new recruits before they are let in etc.

General Rules of Conduct:
1. You will respect the rights of all members. Flaming is unacceptable!
2. You will attempt to resolve conflicts between yourselves. If a conflict can not be resolved other members can be asked to step in and mediate.
3. The good of the group comes before personal ambitions.
4. Treason is an automatic banning.
5 You will NOT use OOC information to benefit yourself IC.
6. Admission in to locked forums will be granted only after the person has proven himself or herself loyal and deserving (2 to 3 months on average). Ask and you will AUTOMATICALLY be refused and not be reconsidered for 2 weeks.
7. The Shrine is a family and everyone in the group will uphold that atmosphere.
8. To prevent problems secret IC information needs to be revealed to at least one(?) member of the Shrine who is neutral and not bias.
13. Violation of the rules results in demotion/banning/exile.
14. Repeat offenders (over 3) will be banned automatically.

Admission to the Shrine:
1. Admission shall be granted to all reasonable requests.
2. The council will discuss admission to "controversial" people before entrance is granted.
3. Participation or having a second character in another group can not be a sole reason for dismissing a request.
4. Permission may be denied to someone who is deemed by the council to be a substandard role player. (i.e. Ron Thrawn) Quality over Quantity

Apprentice Training(Sith/Vampire):
1. Everyone who is deemed qualified MUST(?) take on an apprentice.
2. If at all possible the limit to the number of apprentices at least three.
3. Before an apprentice can be promoted they must have been on at least two RP's with their master at the swfan forums.
4. Training may take place on the boards, in a chat room, or an instant message medium. If the training takes place somewhere other then the boards the transcript must be posted in the appropriate forum for documentation.
5. A petition for promotion must be brought before the council and the council will vote upon it.
6. Every apprentice will be made to feel welcome at the Shrine to ensure a long career in the group.

Alliances:
1. The decision to ally with any group or person must have a ¾ majority or larger vote, temporary or otherwise.(?)
2. The alliance must not conflict in any way with current alliances
3. If an ally turns against another ally the Shrine council must have a unanimous vote on whether or not to stay out of the conflict or side with one group or another.
4. Alliances can be broken with a week's notice from the party severing the alliance. No reason need be given.
5. Even though a group is allied with us the council must approve the sharing of "Sensitive" information.
6. Information obtained from one ally will not be shared with another ally.

Governmental Structure:
1. The council will consist of (?) members.
2. Simple majority will decide all votes unless otherwise stated in the guidelines.
3. The council is not above any laws.
4. Violation of any of the rules can result in your removal from the council.
5. Once the constitution is finalized a 3/4 vote in the council is needed to amend it in any way.(?)

Thoughts, ideas, feedback, pictures of lovely ladies?

ok first and foremost, what the heck is flaming ??? lol and the rest is great i think the ones in there now. Jedah , branwen, soth , alana , the mother , and tine , and dalamar should be the council members if thats ok with everyone i mean if we get anymore than that we will never agree lol... im thinking to we need a ooc board 4 non council members to chat stuff out that they need to if they want others involved that is. I do agree that anyone let in after us should be discussed by all the council so there r no conflicts between any of us because we r the power that needs to stick togeather, and if someone dosent want someone in it should be 4 a good reason and should be submitted to the others as to why. As for the apprentece thing im choosing jedah as my sith master 4 alana if thats ok jedah :) and as 4 the mother pleaseeeeee dont make her take one untill i know more about stuff cause ummmm lol i dont know crap rt now lol... oh and if there r any probs throw them at jimmi hehehehehe << runs for the hills j/k   as 4 sexy pics of girls well just look at alanas side lmao and hey maybe branwen we should make it a rule when men r in the shrine, since women rule hehehe they should have to give us a sexy pic what do u think ?/ lol

Okay, most of it sounds good, here are my thoughts on some of the rules.

------------------------------------------
General Rules of Conduct:
8. To prevent problems secret IC information needs to be revealed to at least one(?) member of the Shrine who is neutral and not bias.

What do you mean by this? Do you mean revealing it when it pertains to the Shrine?

------------------------------------------
Admission to the Shrine:
4. Permission may be denied to someone who is deemed by the council to be a substandard role player. (i.e. Ron Thrawn) Quality over Quantity

How would you determine substandard? There are some people who just aren't as good at RPing as others. I think those people should also be given an opportunity to participate.

------------------------------------------
Apprentice Training(Sith/Vampire):
1. Everyone who is deemed qualified MUST(?) take on an apprentice.

I don't think we should force Masters to take on apprentices. Some people just aren't cut out for teaching, and some might not have the time it takes to do so. We should let each individual decide.

2. If at all possible the limit to the number of apprentices at least three.

Do you mean three per Master or three apprentices learning at the Shrine? If you meant three per Master, that sounds good.

3. Before an apprentice can be promoted they must have been on at least two RP's with their master at the swfan forums.

Why at the SWfan forums? There are several boards where good RP's take place.

------------------------------------------
Alliances:
1. The decision to ally with any group or person must have a ¾ majority or larger vote, temporary or otherwise.(?)

I think it should be a unanimous vote. You want to make sure all the members agree on this. It wouldn't be much of an alliance if some members didn't like the other group.

------------------------------------------
Governmental Structure:
1. The council will consist of (?) members.

Well, I think 7 or 8 is a good number.

5. Once the constitution is finalized a 3/4 vote in the council is needed to amend it in any way.(?)

Yeah, I guess that's good.

-------------------------------------------------------

Okay, to answer your question, flaming is basically when someone singles out a person or something and lets them have it. Kind of like lawyers sometimes do when they badger a witnesses. Except in this case it'd be, "Stop badgering the poster!"

Yeah, there should be an OOC board where people can just goof off.

-------------------------------------------------------

I think that's it. Oh yeah, the sexy pictures. Well, my vamp sig is gonna be pretty sexy. :) And I'm all for guys sending in their sexy pictures.

::glances over at Jimmy and runs::

AAAHHHHH!!!

These are the old rules we had at TBH - I've taken out some things that do not apply at all to this group, but seeing that we are supposed to have equal say in all things here, I thought this might be helpful to bring that by.

New members:
All new applicants will be voted upon by the The Fold (the full members of the group). Until a decision has been reached, assume the answer is "No." All those wishing casual entry into our grounds must attain it through the gate keeper, unless they have been invited as guests. All those found to be unworthy shall be denied, and often times methodically destroyed.
All prospective members must have two things: A good reputation, and potential. Reputation judges the extent to which people can trust, confide, and depend on the individual in question. Potential is both IC, and OOC: Characters with strong potential will be considered more heavily than those with none. Similarly, RPers with greater potential will also be given greater consideration over those with little or no potential.
To recieve acceptance into The Fold, the member in question must meet most (if not all) of the above requirements. Members of the The Fold are all equal in voice within the group.

Ranks:
Aprentices are not members unless stated otherwise, and as such, are not equal in voice to those apprentices who are members of group, or Vampires who are members of The Fold.

Training:
Members of the group who desire to RP their characters on some regular basis should seek out training. This can be done either within the group, or outside of it by a mentor of your choice.
All members of the group should provide training to backup their claims of IC abilities. While it is not required, it would generally be considered a good idea to maintain a reference thread for all significant RPs within the Dream Escapes forum.

I've talked to a few of you on the idea about having "Ranks and Title's" and position's of the body that make's up the Shrine. This would give everyone a sense of movement and progress as a member of the Shrine. Travis aka (Jedah) also has some cool idea's on potential symbol's that would represent each ranking group. So if any of you have any cool pic's of Gothic symbol's for each purposed group, post them here so the "group" can decide on the look that will be set into a sig. of each ranking member or accepted member. Thankie...:) Later "we" as a group can vote hopefully within the next 2 week's on all the idea's here in this forum. That way we can get to the one thing we love and are here for,...RP'ing! :) So here's a few thoughts on it...

"The Queen Mother"
1. The "Queen Mother" would be the Shrine leader. She would sit over all the existing "Rank's" but not on the council. The sole reason and purpose of this would be to insure that the "Shrine of the Damned" will always remain in Hollie's possession. Hollie came up with a few idea's that the council of (6) could RP it out to attain a "Rank" known as one of the "Ancient's" ... But she'll explain later in more detail on this idea.

"The Untouchable's"
2. This group would be the founding member's now. And as followed by name IC and OOC: name's: Hollie aka (Alana), Mara aka (Branwen), Christine aka (Tatiana), Travis aka (Jedah), Travis aka (Dalamar), Jimi aka (Soth). It's in my utmost opinion that the (6) that make up the "Untouchable's" represent the name in full by it's meaning. This group can NEVER be removed or replaced at any time unless the person in question decides on his or her own to step down by their own choice, weather it be RL related or other wise. *Only in the exception of this proposal can one of the "Untouchable's" be removed or voted out*: In the case of causeing harm or reflected (harm/abuse), or ill will to the Shrine as a whole, or unit, or individual or individual's. The existing "Untouchable's" can vote him or her off the council preeminently. I have faith that this will never happen due to the fact we've been though enough to know better!

"Master Vanpyre"
3. This group is the highest rank possible at the Shrine to attain. The group known as the "Untouchable's" will have ruling over all lower rank's, including the rank of Master" Respect and fairness from all member's here in the Shrine, and all group's represented here, should be reflected toward's ALL player character's at all time's. In other word's, "DO TO OTHER'S, AS YOU WOULD HAVE THEM DO UNTO YOU!" We are a family here, and we should personify that in our action's and word's towards other's! The rule's that will soon come into effect will go hand in hand with the criteria as a "Master"... Apprentices, training, number of apprentice's, and the duties of a Master,..ect. A "Master" can NOT "make" or "turn" any existing member or member's of the Shrine inside or outside of the Shrine without the approval through an unanimous vote by "The Untouchable's." If this "Rule is broken in any way, shape or form, it will be ground's of automatic expulsion and banning of that Master in question from the Shrine! Rank will be stripped from the "Master" and will be considered a traitor to the "Family" group. It would be common knowledge to all member's of the Shrine that IC a Vanpyre would NEVER turn or make a Vanpyre without voted permission stated above. The reason behind this is so that the "Untouchable's" reserve's the right to decide on who is trust worthy and a potential candidate to the family body. The rest is for obvious reason's. Any post's that represent this abuse of power in doing so will be deleted or if this has taken place on another board else where...It will simply not exist or be acknowledged by the Shrine as legit.

"Vanpyre Lord/Lordess"
4. This group is capable of one apprentice if the "Master" of the "Lord/Lordess" deems fit to do so. First the "Master that is over the "Lord/Lordess" must submit this proposal to the Council: aka "The Untouchables" for a decision of "Making" or "Turning" or raising of any potential RP'er's or existing members in question. Failure to due so, and any abuse of this power will NOT be tolerated and are subject to the penalties of (expultion/banning/demothion) due to the above statement set in the "Vanpyre Master" proposal. It is the duty and responsibility of the "Lord/Lordess" to follow all procedure's that pertain to this class and the set fundamental rules that are set for all that make up the Shrine. Respect for all people and rule's in the Shrine should be our number one rule of thumb. And most importantly, to have fun!...:)

"VanpyreFledgling"
5. This group, at this point, would have been already approved by the Council: "The Untouchable's" through the above procedure's stated above. The "Vanpyre Fledgling" Must have had an existing "Master" or Lord/Lordess in mind to follow after. An "RL" period of two month's must and should have elapsed to become a candidate for the RP player to be considered as a member. After being approved though the proper procedure's, the RP'er may be "Turned" or "Made" as a "Vanpyre Fledgling" into the "Shrine Family." Failure to do so, will result in the above stated penalties.

*It is the sole right of the "Untouchable's" to refuse or except new potential's and candidate's into the "Shrine Family". *NOTE: There should be strong reasoning by the Council in refusing request's from potential and likely candidates! A vote should be reached as unanimous in a recruitment. If a decision cannot be reached, then the candidate will be denighed.

Theses are just a few idea's that I have talked over with a few of you. Feel free to voice an opinion on this topic as to reflect any changes or idea's that would enhance fairness to all who would be part of the Shrine and to "us" as existing member's now...Thankie...:)

It sounds good to me. And as for the gothic graphics, I think it'd be cool if each rank had a special symbol that would be placed as their icon. That's the little pic that goes next to a users name, not underneath. :)

Well, I agree with the ranks as they are, yet I don't really like the idea of the "Untouchables" being an extra group. We're a small group - everyone will know who we are; we don't need to point that out. Besides, it points out that there is a slight difference between everyone else in the Shrine - not good for the "We're all equal" thing.

As for the symbols - let's keep them in the Personal Photo area. Icons should either be small or not at all - they really get annoying because you can't simply turn them off whenever you want.

Shall keep this simple for now.

I like the idea of having symbols for each Vamp level/rank. It should be simple, nothing complicated.

I like the rankings as Soth listed them, not sure if the Untouchables as a group within a group should be a good thing but not against having a council as such called the Untouchables.

I'll try to post more on this soon and maybe we'll get an agreement on the government so we can start.

I wouldn't want to have the symbols in my personal pic area. I have a personal pic that I'm using, and other people use it too. The personal pics help to identify the individual poster asided from looking at their name.

I think using the icon space is perfect. Why would you want to turn it off ? If you're at another board for example, they'd see the icon and know that you're part of the Shrine, and they'd know what rank you hold.

For example, the Jedi have lightsabers as their icons. That identifies them as Jedi no matter what board they visit. :)

ok this is gonna be hard im not good at rules lol

1. The levels i think that soth did are great. It will give people a sense of acomplishment if given someting to strive for and that should include the council to . What i wasthinkin for the council was the fight to get to drink from the mother which all of the members of the shrine can strive for. Once we drink from the mother i thought the name the ancients could be applyed to any of us that make it there.

2. As for having a council. The reason i think we should have one is to keep chaos to a minium. We will of course take all the members votes on everything and listen to all opinions but in order to get things done tere should be a smaller body of peeps that get togeather to discuss all the opinions that we hear and make a decision. If we have to many peeps voting and no ruling body to add structure then we will never be able to reach a decision on things. All members should be heard on equal terms bout anyting that goes on in the shrine but the final ruleing will ce down to us the council aswe put togeather all opinions and then decide from there. I think it will help to keep things calm and easy

3. as for the rest of the rules they all see fair and good to me. oh the icons i do want to keep my sidepic of alana but anywhere else u put it is fine by me and it would be nice to have a icon for each level.. I was thinkin to it would be very nice if we could all greet the newcmmers and make thm feel welcome it can be in the same thread or your own personal one .

3. PSSSST... Branwen gf cn we still have the councils pics at the bottom of the board. it would be cool to have that please everyone give me your opinion on that k and i just wanted to say awsme board ...

4. so im taking it to this is the council as we have it ... Lord Soth, Branwen Morcant, Tatania, Jedah Lynch, Dalamar, Alana Stormcloud, and Sumnor as his vamp that sounds like a killer council to me ...

First on the symbols for ranks, didnt mean we take out our character pics, I mean that for each vamp rank there would be a symbol to reflect it. Kinda like when you move up in the military you get another medal or one of those things that go on the shoulders or around the neck part of the suit. Dont necessary have to use those symbols in our profiles or anything but nice to have them.

I do like what Soth has suggested for the vamp ranks. If we wish we can even assign some vamp traits that people get when they rise in rank like able to bend peoples will or what not. Also if a vamp bites someone they should get some "power" or unique traits of that vamp master ie: if I bite someone they might get wings for example.

I agree with Kain(Sums) being on the council, he is very talented and could help us out greatly, in fact he was one of the original people suggested when this started but due to him being busy and helping out at TSE he was overlooked to be on the council, I think its a good idea to fix that and have him on it.

Also dont mind having the pics on the bottom of the board if people want that. Or can have them on a site where members are listed etc.

Alana bites Jedah cause she wants wings to lol but really sounds great and yes i do think kain can add alot to us as council member ive talked with him and he seems great... ad shock of shocks he dident commit us when we did talk to him

2) I'll add a more constructive response when I do more than simply skim.

Ok... I'll try to make this short...lol...I agree with a lot on what Hollie and Travis are saying here. I feel we do need a Council for one for obvious reason's.

1. To keep order and to have the ability to finalize any decision's that are made. That way "we" as a family can decide on more difficult matters that may arise, and I assure you all as we all know it will happen. It also set's a standard that "we" as a "Group/Circle" have order and structure in the Family it's self. It's been my experiance out there on the board's as well as in RL that some people just need "Leader's." It doesn't mean that we won't give notice and pay close heed to those that will in the future be part of the Shrine. It will give them a since of structure, a foundation in which they can trust within that "Circle" to make the best possible decision's that will effect the Shrine as a whole. If this were a movie or a series on TV it would be quite different though, for Vampyre's would have a structure that would be just plain common since to their "Fold." They would know who was who, and were every Vampyre place was within that fold or family if you will. But in a game setting it would simply lead to chaos! ...We need a governing body for the Shrine. It's better to be safe on doing so, then to be sorry later on not doing so.

2. I really like the name "Circle" or "Circle of Seven" that would possibly make up a governing body. I for that...

3. I agree on the points that Mara and Travis brought up in the above text on having a period where applicant's have to go through a process before there excepted into the Shrine...I also think that even then, once their excepted into the Shrine family, it doesn't necessarily mean that they will become Vampyre. That way it give's "us" as members a chance to look them over some more and determine if the newbie is serious and committed to the Shrine as a family. Then and only then after a Master of that Newbie brings it before the "Circle of Seven" or "Circle" can they vote on a possible "Turning" of that particular Character. Vampyre's are very patient creature's IC and this in it's self will insure that time will pass to show OOC that the new applicant is very serious in being part of a family as a whole and that he/she is willing to contribute and enrich the Shrine with there talent's.

4. I firmly believe that a 3/4 vote is necessary to over come future obstacle's that may arise. Weather small or large, "we" need a process of voting that will finalize and insure movement. It will also give the "lower ranks" a real say so in what will be voted on by bringing it to the "Circle" or "Circle of Seven" to finalize in their behalf. I think this goes hand in hand with the statement above in (3.) that is mentioned. It will also insure that less serious situations can be resolved without fussing and bickering. And more serious matter's can be looked upon with the experience of the "Trusted Circle" as a finale vote or decision.

This is just my thought's on the matter's that I've read. We need to get in a vote structure first, and then a group structure soon so we can move on. Like your self's I'd like to see the Shrine up and running in the next week or so. As for the other topic's that have been brought up that Travis has spoke of regarding Mara's thought's that are in above text, I myself also agree with too. :)

Nicholas Kain

Well now that I have had the time to read everything posted here I agree with pretty much everything. I'll just add a few things from my own experience.

1) Councils are a good thing. Maybe not right now since we all pretty much agree on things, but eventually it will become better to have a Council and not just having people all put in their opinions every time.

2) I personally like the name "Circle of Seven"

3) I like the trial period.

4) I like the 3/4 votes. I know from experience that it's near impossible to get complete agreement on something.

That's all I have for now.
