Recognizing groups

I gotta question concerning groups.

This PLAGUE group that's been introduced...they have 5 unique IPs (I counted them all) but most of them are Kindo. Were we ever to run into a group who only has 2 IPs posting at 10 members how do we handle that situation?

PM and then if they don't reply take it to OOC or another mod or both?

I have been very busy yesterday and today testing and working through some issues with the possible new host, so I haven't had time to really respond to this yet.

Anyone can start a group of any size. Whether it becomes officially recognized or survives is all a matter of how well it stands up on its own. We really don't need to say or do anything as far as I can tell.
