That's from the DVD preview of TTT and I have to say it is drool-worthy. Nice work Marcus, we only need people using Gimli, Sam, Merry and Pippin then we could be off to Mordor. I always imagined Anbira as a Gimli. :)

I've always thought of Hobgoblin as a sort of twisted version of Yoda's race, much in the same way that Gollum is a twisted hobbit. So yes, he'd make for a good substitute.

I don't think there are any LOTR characters that would fit well for Nup. Maybe Strider, with his face obscured. But I think the Prophet from WC3 looks much more appropriate. That, and I think someone is using Strider already. :p
