Well, if your planets are pretty crappy and not too populated with people and tech, I'd say you could have more. For instance, the only really habitable planet I have is Naboo. The others are Hoth and Maw, which are outposts at best. But if your choices were all fairly industrialized and populated, then I would round down.

you don't need to be self-sufficient. if you'd read the briefing, you'd know that every warlord covertly supports the others through the covert transport fleet.

If everyone starts having 3 planets, then the situation is quickly going to SUCK again. God dammit, take one for the team, bend over, and get 2 planets instead of 3.
