Well, to do one like I did in the sig on the bottom, I used the polygonal lasso, and made the shape I wanted, and then filled it with white. Then, in the layer effects, I applied an outer glow that was the color I wanted, and set the blend mode to normal and played with teh size, spead and opacity. The light trail was made using the polygonal lasso tool, and then using the airbrush within that selected area. A little eraser helped, too.
But, for the upper sig, I used the line tool and made a line on another layer, and then picked the clor I wanted and used the airbrush to paint over it. For the inner glow, I used the dodge tool on about 18 pressure,a nd went over it numerous times to lighten it, then set the setting to "highlights" and went over it again. Then I deleted the line tool layer.
Make sure to have some glow off your character's clothing, as well, just use the airbrush with a low pressure for that. Hope that helps.
