The game is free to everyone. When it is released, anyone can download it for free. However, only U.S. citizens can pre-order the game pack, and have it delivered to their homes. The US Postal Service only extends so far, you know.

And I doubt we'll pull an Israeli and start distributing them throughout international embassies and consulates.

I heard of it, but I thought it was going to be a updated "Real War" Game, which was also made by the Military. They Need a good RTS game which i realistic... I know there is one, just don't remember the name.
