Well, yeah - you see him at least three times;

Twice during the speeder chase near the beginning, when Obi-Wan is hanging onto the assassin droid thingy and nearly bumps into him

And another time at Dex's Diner when Obi-Wan and Dex(ter?) are chatting, Sebulba waddles over towards them..

I suppose it could be. I don't know what differentiates Dugs from one another - it could just be a random Dug or maybe it is Sebulba.

Isn't that other creature the wife of one of the other podracers? I can't remember the name exactly (maybe Rats Tyrell?), but in the TPM DVD they had a cutscene where that racer looks over at his family and I think that might be her. Maybe Sebulba dusted off the racer and is picking up on his woman??? :love

There was also a Dug in Dex's Diner, that could have been him as well.

Well, the OS has confirmed at least that the Dug in Dex's Diner is NOT Sebulba, but another one named Seboca. The one cruising around Coruscant could still be him though...
