Sectors must now abide by the following sections provided below. Sectors not meeting requirements in this document are subject to judicial processes and ISA committee action. The following elements are described in preliminary detail including expectations. Sectors are permitted to interpret these guidelines as they see fit, but expectations MUST be attained.

Seizure & Audit of Cash Flows

All citizens possessing cash in amounts exceeding 100,000 credits are to have said cash seized and audited. Citizens may only keep amounts which are proven by them to have been earned through proper and legitimate employ. Cash not accounted for as required will be confiscated and consumed by the Sector in question.

Travel Taxes on Transit

Citizens travelling outside of systems only ONCE per every 30 days will be charged a Transit Tax of 500 credits before they are allowed to disembark. Those refusing or inable to pay must return to their point of origin or face impound. A tax of 800 credits must also be levvied upon those crossing sector borders and those entering "sensitive" systems.

Transit Card

Each citizen must carry a Transit Card when travelling anywhere outside their present system. Analysis of their job and personal requirements to travel will be performed, then they will recieve an allotment of days they can travel within a 30 day period. This amount of days cannot be exceeded, nor disputed for any reason. Should a citizen run out of their allotment of days in any 30 day period, they are to remain at that location and will only be permitted to travel once a new 30 day period begins. Additionaly, citizens who travel in their own privately owned vessels must submit to a hyperdrive examination to verify their reported ability is accurate.

Business Travel Waivers

All citizens which are employed in a job where travel is necessary and required, they are to be issued a business waiver. To recieve this waiver, the citizen must provide viable proof of employment, a written letter of reference from said employer, their permanent address and the address of their business and submit to a full review of criminal and BoSS records. Once they recieve the waiver, they will be permitted to travel on a pre-determined allotment of days in a 30 day period and their employer, NOT THE CITIZEN THEMSELVES, must send a letter of day requests to the local Customs Office by the beginning of every 30 day period for that particular period. Failure to do so will disallow the citizen to travel, and no complaints are to be entertained. This includes all privately owned freighters, their captains and crews.

Weapons Permit Enforcement

From this point on, a thorough inspection and scanning of a freighter requesting dock access will be performed on a random basis. Customs Agents are to locate, confiscate, and destroy all contraband discovered or suspected. Fines and Imprisonment will be fully enforced upon all crew of a particular ship should any type of contraband be discovered. Warnings are not to be given any longer.
Infiltration of Black Markets
Local law enforcement will now be required to prepare and implement some type of system of infiltrating black market rings in their locale. Criminal transactions concerning weapons, explosives, and other objects of detriment to the Empire will be punishable by execution without judicial process.

Sector Commands are to instruct all Customs Offices and other related bureaus to enact verification of every aspect of above items and are required to keep a record in triplicate of all verifications. The first copy must be retained by the Customs Office or related bureau for their files.

The second copy must be delivered to the Sector Command HQ Database.

The third copy is to be sent to
Sector Command for transfer to Imperial Sector Authority Database.
A random check of records and how they coincide with their related copies elsewhere will be conducted.

Equally, departments which are to participate in any aspect of verification on any aspect of above items will be subjected to random review by a Sector Command committee of analysis. Sector Commands are expected to have a system for this in place as soon as possible, and proof of such system must be reported to the Imperial Sector Authority.
