OOC: I'm just wondering whether or not this is actually being deliberated by the Council - I wouldn't have imagined the Council would've had to though. It's almost a request for membership but slightly different and not as long term, well not yet anyway.

The next day, the same trio were seen venturing into the friendly establishment, it was earlier in the morning and the bar was empty save for a small number of people seated about the place.
