Nup, you're supposed to resize the image, then use it as your sig ^_^ . Virtualdub->Ctrl+1, paste into photoshop, resize to 480x208 (or other factors of 32widthx16height), save. THAT SIG IS HUGE!

no, PS will automatically resize it to 480x204 if you use constrain proportions. 204 is a multiple of 4, not 16.

You can't just do a straight resize, you have to compensate to maintain aspect ratio. You have to make sure that your Width and Height modules are set to 32 and 16, respectively. Gordian Knot will do this for you if you load up a d2v file with corresponding aspect ratio (2.35, 1.85, etc) in Resolution>Output Resolution.
