If you try and install with the microsoft plus software, it only changes the color scheme(or atleast when I tested it). No wallpaper, cursors, or icons. So I suggest you download this:

It's a wonderful application that can manage your themes. That should fix that problem and get the theme working right. Just open it and follow the pretty intuitive GUI.

BTW, someone said they had a problem downloading it. That is was a "currupt" file. Anyone else having this problem?
