Can I simply write a .TXT and rename it?

Yes. make a .txt file, then rename it .htm or .html

If I had to wager a guess, I'd say it's because .htm is DOS 8.3 compliant.

Viscera is correct. There is no need these days to have anything else other than .html, except out of lazyness. It's good practice to use .html

interesting fact....our business school webspace won't even support .htm extensions :p

I was always afriad of .htm so I never put that in. :)
