Is it possible to have someone take over your group, when you are merging but having doubts about it and haven't yet said "I officially give you control over the merge" ?

I gots another question, I want to have a contrsuction yard for LebronCorp, would I have to have five members join it to do so? Personally, I won't be using the yard solely for TIR, but I want to start having LebronCorp trading with peoples, and a Construction yard is imperitive for it. So, will I need five new members for it or can IR/GE members just post LC board as members?
