While you can be whatever you want to be...your rank or standing in whatever is generally determined by experience. In terms of Sith or Jedi, you start as a disciple/padawan and work your way up. If you join a fleet, they assign you as they see fit. You can start a fleet from scratch if you like, but you have to form a group of five unique members to do so.
