Since there is so much new talk I wanted to ask these questions before going ahead and doing anything to make sure that it wouldn't be for not later on.

1) What would the R&D time be for adapting a known and accepted design with already developed technology.

For example making a new type of frigate by taking the base Lancer and adding a hanger bay and a cloaking device.

I don't think it is fair to say it would take 40 days to do that since the base technology on all the old and new parts of the "new" ship would be the same. I was thinking 21 days myself, to allow for the retrofitting and testing on an existing Lancer.

2) would that same time for what is above also exist for a downsizing and retrofitting of a ship?

For example, taking a TIE Fighter shrinking it by 30% or so so that it becomes a fodder fighter.

Interesting questions...ones that will be addressed in due course. Right now, I think we're looking at curtailing certain R&D times, such as those for ground units, peripherals, and existing designs. Some have suggested 20 days, some have suggested 10. Not sure what will be best for all interested parties, but we're willing to amend this, as well as the rest of the fleeting rules. So your suggestions are indeed being considered :)

0-50 Meters, 20 Days.
51-500 25 days ,
501-1499 30 days,
1500-4000 35 Days,
4001+ 40 Days,
Superlaser weilding/20+ Km 90 Days.

Customizing 5-10 days (Like adding an extra laser cannon, increasing shields).
Missles 10 days,
Ground units 20-35 days,
Weapons 20-30 days,
Planetary Defense 20-35 days,
Non-military 20-25 days.

Both. Thats what I use since there is no real rules for it, just common sense. And it works just fine. It should be implemented!
