Ships larger than 3000 meters

I know under the new rules it would require a 90 day RP and build time...but what could be abused is that there's no modifier after this. Its the same time to build a 3,000 meter ship as it is to build a 30,000 meter ship.

Any ideas to fix this?

Also, we should outline production of things like planetary guns, shield generators, mines, etc.

a) Good Point. there is a clause the max length one shipyard can build in 90 days is an SSD. Other than that, you use all yards for a project. Maybe a sliding scale, say every 3000 meters you have to take an additional time period.
