You can just post a bio for all to see. If any of the admin has an issue with anything, they will usually let you know what and why.

Well, there are a number of things you could do next. You could do an open thread to get things started, or if you have a plot or plan for your character, or a certain way you want to start them off, you can message someone pertinent to that and set up a thread after hammering out something (anything really; it doesn't have to be scripted, though a little form and outline never hurts).
