As you rightly mentioned to me ;) Sanya's past is with the Sub-Adult Group. I still really like the idea of expanding on that part of the Empire. Although Sanya wouldn't be the one dealing with Dai, as the resident propaganda spin-doctor, its not unfeasible that she could refer Dai onto someone senior in SAG.
